It took me far more games into FF's lifespan than most folks, but Luther has finally crossed my threshold of being annoying every time he opens his mouth. Not a single comedic attempt with him lands and it's real rough.
L*ther aside this game is... whelming. None of the other stuff is bad, but none of the other stuff is particularly good either. The setting and map are nothing to write home about. The story is fine, but I think they relied too heavily on the villain cutaways that worked so well in Missing Kelp Seeds. Here, they're used to make various fish puns that aren't really that good.
The highlight here is probably the good-not-great characters you meet, a few of which had bits that made me genuinely laugh which ultimately pushed this game to 3.5 stars. Freddi Fish 2 remains the worst in the series mostly due to unrealized potential, Freddi Fish 4 hits a little better simply because the setting and expectations set a low bar and just leave this game as pretty forgettable among the Humongous titles
