I've played every NFS game since Hot Pursuit 2 (PS2) to this day, and this has to be the worst of them.
When I first tried it, it looked suprisingly ambicious to me. Really big map (for a NFS game), a lot of events/activities, multiple car classes and three characters you can play with at the same time (kind of like GTA V).
But, oh boy. That was just the surface.
If you've played NFS 2015, you would remember it's horrible gameplay. Well, it hasn't been fixed for Payback. I mean, it's not as bad as NFS 2015 but it's super confusing and frustrating. Even unplayable at some points.
But the WORST thing about this game is it's "tuning" system.
Every part you get for winning races or events, only work for the car your using at the moment. So, if you get a new car, you won't have any part unlocked for it unless you re-do all the races/events or spend a lot of money on it. Ridiculous. Back in the day (yes, I hate to say it, but yes) you would unlock parts for every car at the same time. This method slow down everything.
Because, you know, I would not care repeting some races if the game was actually fun to play. But, nope.
I know the game wasn't finished on time and bla, bla. I just hope they don't keep this idea for the next games.
As a hard fan of the series, this was hard to say. But because I love NFS, I could not keep quiet.
