It is a step backwards from GTA 4's more serious storytelling, in favor of a light-hearted, and arguably immature, narrative. Not that it's a bad thing, I just preferred GTA 4's tone more. It's like comparing Once Upon a Time in America to Ocean's Eleven. But, game-play wise, it's the best the series has ever played or looked. The open world is great, and the emphasis on smaller missions (planning and preparation) building up to bigger missions (heists) makes it feel like a criminal simulator, in a good way! The mission and vehicle variety is great, and it's the easiest GTA game I've played.
